John: Most massacre is due to military intention (80%), mass surveillance (10%) and profit making. 

Me: Ok.

John: There's an experiment wall in the laboratory room. Every time during the lesson of civil engineering, Professor Kelvin would deliberately put a stud finder on this experiment wall and say to his students, "This experiment wall is an example. It's educational.  You guys should be grateful to me. ". If it is the case, no massacre occur.

Me: So, under what circumstances,  massacre occur?

John: One day, Kelvin think,  "There're over half millions of aged buildings in our city which gotta be checked.". Kelvin say to his students,  "From now on, we forget about the experiment wall. We leave the laboratory room.  We gonna check them one by one.". If it's the case, massacre will occur. 

Me: Why?

John: Cause,  Kelvin has the intention of mass surveillance (10%) or military intention (80%).

Me: Ok.

John: Apart from mass surveillance and military intention, there's another situation which may lead to massacre as well.  

Me: What situation?

John: Kelvin no more work as a teacher.  Kelvin take part in business.  

Me: In another words, Kelvin go for profit making  .

John : Yes, profit making also end up with massacre (10%).
